DEVELOPMENT OF A RECOGNITION SYSTEM FOR SAUDI CAR PLATE NUMBER

Rapid growth of population and needs of human in using vehicles has been increasing since last decades. Controlling these vehicles from security and management point of view seems a big problem which needs to be solved.  Fast technological development in the field of image processing could be used to solve this problem through extraction and recognition of vehicle’s license plate. Automatic vehicle plate detection and recognition is a key technique in most of traffic related applications such as searching for a stolen car, road traffic monitoring, monitoring a vehicle entering an area, finding the owner and other information of the vehicle, automatic parking lots access control, border crossing control, Access/Gate control, speed limit enforcement, security, and customer identification enabling personalized services etc. This project on development of an automatic license plate detection system for Saudi vehicles, which is based on image processing and clustering. First the image of a car is taken using digital camera (image acquisition) which is then transformed to gray scale. From the gray scale, edges are detected by using the Sobel operator, and then image is dilated to fill the gaps in the gradient mask. Furthermore the gaps in the interior of the cells in the dilated gradient mask are filled. At last the filled portion is separated from the other objects in the image. After that the characters and digits of the license plate have to be located and then recognized.
